		<description>We are foster parents of 2 sisters age 8 months and 2 years.  We have had them for 5 months.  We are in love with them.  We want to adopt them.  It doesnt look like parental rights will be severed, but we want to offer the parents money and an open adoption.  Is this illegal.  We have other children of our own, so this is not out of desperation because we have none, but out of desperation because we love them and they are thriving.  Any advice is greatly appreciated</description>
