A few rules about children in your home:
There is a discussion over on the foster to adoption forum about having two or more children under two years old. The question first came up:

In Colorado, you can only have two children under two years of age at one time, and our last agency discouraged having more than one under two unless they were siblings.
After we adopted K, the regulation stated we were not allowed to foster or adopt any other children for a year. I've heard of special exceptions being made for siblings, but I've also heard of agencies not allowing any adoption within that first year - even if a sibling becomes available.
We've had two children under two, siblings, and we've had three children under three - but that is a lot different than the two under two rule.

These rules also apply to your birth, or adopted children, so when K was under two, I could not have gotten a young sibling group of two more children under two.

Ok, moving on to four total foster children, and up to four children in a room.
We are a foster home, instead of a special group home license, meaning we can have up to four foster children at a time in our home. Our bedrooms are large enough, (although still small) so we could have four children in each bedroom - separate sexes - in bunk beds.
As we adopt, (or have bio-children) we could keep having four foster children. The total amount of children in your home depends upon the agency guidelines.
If you want to have a sibling group of five foster adopt children in your home, you would probably be able to get an exception because they are a sibling group.
