
In order for a child to be legally placed from one state to another, an Interstate Compact on the Placement of Children, or ICPC, MUST be completed. Trying to by-pass this requirement will lead to whatever punishment the jurisdiction has in place. When a new foster child comes I usually head to the consignment store and thrift store and buy a pile of ‘new’ clothes for the child. Some of the kids have brought a few things with them, but never enough to clothe them for a week or more.
